Borat is to leave his home in Kazakhstan to go to the "U.S. and A." and record a documentary at the behest of the fictitious Kazakh Ministry of Information. He leaves behind his mother, wife, and the town rapist, bringing along his obese producer Azamat Bagatov (Ken Davitian). Much of the movie from this point on features unscripted vignettes of Borat interviewing and interacting with Americans who believe he is an actual foreign TV personality with no understanding of American customs.

While in New York, he sees a scene from Baywatch and immediately falls in love with Pamela Anderson. Once he learns that the wife he left behind has been killed, he takes driving lessons, then buys a dilapidated ice cream van which he drives from New York toward Los Angeles (Azamat is afraid to fly for fear of a repeat of the 9/11 attacks, which he believes were the work of the Jews) to 'have' Anderson's "vahjeen" and make her his wife.

Throughout his time in America, he continues to gather footage for his documentary: He meets feminists, gay pride parade participants, politicians, and African American youths playing Cee-lo; disrupts a meteorologist during a live weather update, sings a contorted version of "The Star-Spangled Banner"(with a variation of the fictional Kazakhi National Anthem lyrics featured in the end credits) at a rodeo where he applauds President Bush's "war of terror", rents a room from Jewish bed and breakfast owners, attempts to purchase a handgun with which to defend himself against Jews (when denied because he is not an American citizen, he purchases a bear whose decapitated head is later seen inside a motel refrigerator), attends a high-society dinner in the South, and visits an antique shop with a display of Confederate memorabilia, breaking glass and crockery.

Back in their hotel room, Borat is just coming out of the shower when he sees Azamat masturbating to a picture of his beloved Pamela. He becomes enraged and they begin to fight when Azamat learns of Borat's true reason to go to California. Their argument quickly escalates into a fully nude fight, which spills out into the hallway, a crowded elevator, and ultimately into a packed ballroom.

As a result, Azamat abandons Borat, taking his passport, all of their money, and their bear. Borat's spirits are further dampened when Anthony, Justin, and David, drunken University of South Carolina students he befriends, show him the infamous Pam and Tommy video, revealing that she is not the virgin that he thought she was. In a rage, he burns the magazine, and accidentally, his return ticket as well. The next day, he renews his faith by attending a Pentecostal Christian revival meeting, with Republican Congressman Chip Pickering and current Mississippi Supreme Court Chief Justice James W. Smith, Jr. also in attendance, and learns to forgive Azamat and Pamela. He accompanies several church members on a bus to Los Angeles, and finds Azamat dressed as Oliver Hardy (although Borat states that he thought Azamat looked like Hitler). The two reconcile and Azamat tells Borat where to find Pamela Anderson.

He finally comes face-to-face with Anderson at an autograph-signing at the Virgin Megastore at The Block at Orange in Orange County, California, where he shows her his "traditional marriage sack" and chases her around the store and into the shopping center parking lot in an attempt to abduct her, until finally being subdued by security. Afterwards, Borat then marries an African American prostitute, Luenell (played by the comedian of the same name), whom he had befriended earlier in the film and goes back to Kazakhstan with his new wife.
